Opening Civic Life

Sunshine Coast City Hall rethinks the regional civic building as an open, welcoming and highly functional public asset. Rather than separate council from community, the building brings governance, service delivery and workplace into one connected address within the Maroochydore city centre.

The project consolidates council teams previously spread across multiple locations, creating a shared workplace that supports clearer service delivery and stronger organisational connection. At ground level, the foyer draws people between First Avenue and the civic square, turning arrival into a public experience rather than a controlled threshold.

The spirit of the landscape is engrained into the conceptual design of the building. It acknowledges and reinforces the natural assets of the region which is prides itself on and are highly significant for local Traditional Owners, the Jinibara and Kabi Kabi people.

Place as Guide

The design draws from the Sunshine Coast’s mountains, waterways, coast and hinterland, translating landscape cues into movement, material and atmosphere. A meandering stair becomes a civic walk, framing artwork within planted settings. Timber battens reference the region’s forest and industry history, while curved interior volumes guide visitors through the building with warmth and clarity.

Workplace floors continue this place-based logic. Focus settings draw from quieter hinterland qualities, while collaboration areas open toward coastal views. Breakout spaces trace the movement of water from mountain creeks to the ocean, giving staff a clear wayfinding narrative and a stronger connection to the region they serve.

Governance in View

Transparency drives the planning. The council chamber sits close to public life, allowing the community to see decision-making as part of the building’s everyday rhythm. Its rounded chamber arrangement supports dialogue, while audience seating looks toward the park and city beyond, keeping civic responsibility present during formal proceedings.

The customer service model also shifts from a single counter to a more flexible civic interface. Visitors can choose self-service, informal conversation, booth settings or private meeting rooms, giving each interaction a setting that suits its purpose.

Designed for Daily Performance

The building uses shaded façades, reduced glass exposure and outdoor work areas to improve comfort and reduce reliance on mechanical cooling. The side-core strategy protects the workplace from harsh afternoon heat while creating generous external settings for staff.

Long-term value sits within the structure itself. The podium carpark can adapt as transport habits shift, offering Council a pathway for future commercial or workplace use. Sunshine Coast City Hall operates as civic address, workplace, community interface and adaptable public asset.
